There may be a device called a pressure reducing valve near the boiler that will permit water to enter the system at a pressure less than the city water line pressure. It will be attached to the cold water line and have a valve that must be installed by a plumber to shut the system off from the cold water line during boiler service.

As most plumbers feel safer and find it more convenient to install a connection to the system through a permanent valve to make up water when needed, the isolating hand valve, backflow-preventer, and reducing valve are probably there.

They are not required by most municipalities to be there so may not be there. If a connection is made, it must be done by a licensed plumber. If a heating company installs the system and does not have a plumbing license, in most municipalities, the company will not connect the system to a domestic cold water line because they are not permitted to do so without a license. If a permanent line is not installed, the system must be filled by another means such as a hose, which is better done by an experienced plumber.
